Q&A: Gambling Regulation in Japan

Draft legislation for the implementation of integrated resorts (IRs) in the country has passed the lower house, and is now expected to pass the upper house. The draft bill allows for the initial establishment of three IRs, and current predictions point to the mid-2020s for the emergence of the first IR. Strict rules apply relating to casino floor space and local entry limits, as well as a 30 percent GGR tax and a complex two-stage system for obtaining a licence.
