Legal Fight Looms Over Texas Racing Machines

The Texas Racing Commission (TRC) approved new regulations Friday to allow the state’s racetracks to submit their plans for adding the machines, which offer gambling based on the outcomes of past race events.
 
The plans must detail the types of wagers that will be offered, the presentation and appearance of the wagers, the types and numbers of historical racing terminals and the date operations will begin.
 
The TRC voted 7-1 to approve the new rules after a weeks-long consultation process which saw the proposals roundly criticized by state politicians.
 
In a July 25 letter, the Texas Senate’s Republican Caucus asked the racing commission not to adopt the proposed rules because they would go beyond “statutory language and legislative intent.”
