OPAP's VLTs Reprieved By Final Act of Syriza Government

Greece’s outgoing government has conjured up a transformative legal fix to a court decision that had threatened to scupper the lucrative video lottery terminal (VLT) plans of formerly state-owned operator OPAP, while in the same breath adding fresh complications to the Hellenikon casino project.

In the run-up to elections next week that it seems certain to lose, Greece’s socialist Syriza government this week issued a rare Legislative Content Act to save Greek gambling giant OPAP from regulatory uncertainties that had been blighting its business, citing reasons of public interest.
