The Netherlands is considering the option of shifting its entire lottery sector to open licensing, after a government-commissioned report recommended breaking up the monopoly model.
A report authored by PwC and delivered to the Ministry of Justice and Security this week says it would be in the best interests of Dutch consumers to dismantle the existing state-run lotteries.
Competition between operators in an open market would lead to better products for players, said PwC.
