Memo On Multistate Lotteries Draws Scathing Response

The lead director of Mega Millions is blasting a memo claiming the recent reversal on internet gambling by the U.S. Department of Justice (DOJ) will not interfere with the operation of multistate lottery games.

The memo, drafted by powerful Washington, D.C. attorney Charles “Chuck” J. Cooper for the Coalition to Stop Internet Gambling, says lotteries such as Mega Millions and Powerball are not affected by the DOJ’s reinterpretation of the federal Wire Act because lotteries do not use interstate wires to sell tickets.
