Lottery Betting Tests South Africa’s Gambling Regulators

Broad views on what legally constitutes a “betting event” have opened up a huge and controversial industry for betting on lottery numbers in Africa’s biggest gambling market.

Betting on the outcome of lotteries now accounts for up to 70 percent of the revenues of South Africa’s bookmakers, offering a far higher return to player payout than traditional lotteries.

It is a market that, controversially, operators believe they are entitled to. Bookmakers argue that their licence explicitly allows them to offer bets on any “contingent events” and not just sports, and they are determined to protect this right despite legal salvos from the National Lotteries Commission.
