As discussion of new casino legislation restarts in earnest in Japan, the advisor to the ruling party’s casino study group, Toru Mihara, has warned that the current consensus for change is still fragile and the proposals face a deadline in June this year. Should that opportunity be lost it may take another decade to regain legislative momentum.
