On Its Silver Anniversary, IGRA’s Legacy Remains Mixed

Twenty-five years ago today, President Reagan signed into law the Indian Gaming Regulatory Act (IGRA), historic legislation that is resented by many Native Americans for its infringement on tribal sovereignty yet also widely regarded as a vital safeguard against attacks on a major driver of economic development in Indian Country.
