The Obama Administration may be forced to bypass Congress and issue a “regulatory fix” to a controversial court decision that barred dozens of tribes from acquiring reservation land for casinos and other economic development projects, a top federal official says.The US Supreme Court sent shock waves through Indian Country last February when it issued the so-called Carcieri decision. Considered by critics to be an extremely narrow interpretation of the 1934 Indian Reorganization Act, the ruling barred tribes that had won federal recognition over the past 70 years from acquiring reservation land.
