Government Policy Confusion Freezes China’s Lotteries

China’s plans to increase revenues and squeeze illegal gambling operations by improving the attractiveness of their state-run lottery products have energized Western companies looking to get involved as partners. But the effects of conflicting new anti-fraud regulations issued in January this year have frozen the market, leaving observers wondering when the boom times will return.

Given the extraordinary and unrelenting expansion of the economy in which they operate, few would doubt the potential of China’s lottery operations, the sports and welfare lotteries, to grow at an equally phenomenal rate.
