German State Lottery Found To Be Operating Unlicensed Sports Betting

In an unusual turn of events, the monopoly operator Westlotto has been found to be itself not licensed to operate sports betting in Nordrhein Westfalen.

The conflict between state lottery companies and private bookmakers in Germany has taken another bizarre twist: it has emerged that the state lottery operator of North-Rhine Westphalia, Westdeutsche Lotterie (WestLotto), has been offering fixed-odds sports betting in the region without being properly licensed to do so.  WestLotto is amongst the most litigious opponents of private bookmakers it deems to violate German gambling monopoly.
