The UK Gambling Commission has warned that many video game publishers, including industry giant Valve, are not doing enough to close down the unregulated marketplaces which nudge loot boxes into the realm of illegal gambling.
At a hearing in Westminster on Monday, the UK gambling regulator repeated its view that most loot boxes do not legally constitute gambling, but noted that the existence of secondary markets where players, including many children, can buy and sell the items they receive alters the balance of that equation.
