Finland's government has promised to enable payment blocking to protect gambling monopoly Veikkaus in next year's planned reform of gambling legislation, which puts online operator Paf in a tricky situation.
If the Finnish government moves to protect Veikkaus, will it block Paf, which raises €21m annually for non-profit causes for the Åland Islands, a Swedish-speaking largely autonomous region of Finland?
