Finnish Consumer Agency Calls For Regulatory Shake-Up As Prelude To Monopoly Review

A Finnish Competition and Consumer Authority (FCCA) report has called for consolidating the supervision of gambling monopoly Veikkaus, as the first step towards evaluating whether Finland's monopoly system should be dismantled entirely.

The current regulation of Veikkaus is overlapping and oversight responsibilities are ambiguous, which not only creates concerns about effective supervision but also conflicts of interest, according to FCCA head of research Anu Raijas.

"The prevalence of gambling problems is due more to how gambling is regulated than how it is organised," Raijas said. "Current gambling regulation must first be centred to one body and made more effective. Only after this should we consider whether there is need to change the system."
