Dutch Ruling Challenges Lottery Merger Rationale

The Council of State has ordered the Netherlands Gambling Authority (KSA) to explain how its decision to allow the 2016 merger of De Lotto and Staatsloterij meets European Union law.

The KSA must better justify how a monopoly licence was transferred from two lottery foundations, De Lotto and Staatsloterij, to the private company created by the merger, according to the Council of State, the highest Dutch administrative court. The new organisation is called Nederlandse Loterij.
