D.C. Bill Raises Question Of Role Of Lotteries In Sports Betting

In 2018, the controversy over a sports-betting bill passed by the Washington, D.C. Council revealed a fundamental question regarding the burgeoning industry: What role should state lotteries play in sports betting?

In the District of Columbia, the structure of the bill allowed the DC Lottery to act as both the primary operator of sports betting and the regulator that licenses private operators, which are allowed to form partnerships with stadiums, arenas, and other district businesses to offer on-site wagering.
